LCBP Seeks Proposals for Review of Clean Water Accounting Methods

Grand Isle, VT – The Lake Champlain Basin Program (LCBP) has released a Request for Proposals (RFP) for an external review of methods used by the Vermont Department of Environmental Conservation (VTDEC) and New York State Department of Environmental Conservation (NYSDEC) to track and calculate pollution reductions in the Lake Champlain watershed.

The LCBP anticipates awarding one contract of up to $100,000 to support this project.

The contractor will compare methods used by VTDEC and NYSDEC to calculate how clean water projects are reducing phosphorus delivered to Lake Champlain. The selected contractor will review each state’s Standard Operating Procedures and suggest recommendations to improve and align the states’ accounting efforts to help ensure consistency within the Lake Champlain Basin.

These methods help track progress toward the goals of the Lake Champlain Phosphorus Total Maximum Daily Load, the pollution budget that is used to meet clean water goals for the lake . This project will build on existing efforts and collaborative initiatives including LCBP projects that address soil and sediment phosphorus reductions, agricultural best management practices, and the NEIWPCC Tracking and Accounting Collaborative.

This work will support the Clean Water goal of LCBP’s long-term management plan, Opportunities for Action: An Evolving Plan for the Future of the Lake Champlain Basin. This grant opportunity is supported by funds awarded to NEIWPCC on behalf of the Lake Champlain Basin Program by the U.S. Environmental Protection Agency (EPA).

Applicants must submit their proposal online no later than 12 p.m. (noon) on Monday, September 25, 2023. The successful applicant will be notified in October 2023.

Full details for this Request for Proposals are available on the LCBP website at lcbp.org/grants
