Lake Champlain Basin Program Seeks Proposals for Build America, Buy America Compliance Consulting

Grand Isle, VT – The Patrick Leahy Lake Champlain Basin Program (LCBP), a NEIWPCC program partner, seeks services of a qualified consulting firm to review, assess, and ensure compliance of NEIWPCC-LCBP subrecipients for projects supported with the 2022 Infrastructure Investment and Jobs Act program. 

Approximately $75,000 in funding is available to support the awarded project. 

The purpose of this funding opportunity is to secure the services of a consultant with experience in compliance with US federal Uniform Grant Guidance (2 CFR Part 200) requirements, including specific experience in compliance with the requirements of the Build America, Buy America (BABA) Act. 

Successful proposals should provide examples of the respondent’s approach to ensuring project compliance, and templates for waivers and guidance for federally funded subrecipients. The LCBP anticipates that up to 20 subrecipient organizations may require assistance and certification of compliance. 

This grant opportunity is supported by funds awarded to NEIWPCC on behalf of the Lake Champlain Basin Program by the U.S. Environmental Protection Agency. 

Proposals are due at 5:00 PM EST on June 24, 2026. An informational webinar will be held on June 12, 2026 at 11:00 AM (register here). Applicants will be notified of funding decisions in July 2026, and the awarded project is targeted to begin work in August 2026. The Patrick Leahy Lake Champlain Basin Program coordinates and funds efforts that benefit the Lake Champlain Basin’s water quality, fisheries, wetlands, wildlife, recreation, and cultural resources.
